Kim Jong Un and Vladimir Putin hold first summit in Russia

Nearly two months after his nuclear summit with President Trump fell apart, North Korean leader Kim Jong Uncame face to face with Russian PresidentVladimir Putin for the first time at summit on an island off the port city of Vladivostok.
Putin said Kim confirmed during their meeting that he is willing to give up his nuclear weapons, but only if North Korea receives international security guarantees. Putin also raised the possibility of restarting six-party talks with North Korea, which ended in 2009.
But the unprecedented summit was partly overshadowed by news that North Korea presented the U.S. with a $2 million bill for the medical care of Otto Warmbier, the University of Virginia student who was arrested and held prisoner in North Korea, according to a Washington Post report.
In 2017, Warmbier was returned to the U.S. in a coma, and died six days later. Trump said Kim told him during their February summit that he had nothing to do with what happened to Warmbier, and Trump said he took Kim at his word.
